Understanding why graduate fellowships from the NSF have exacerbated funding inequities
In 2017, 86% of Graduate Research Fellowship Program awardees came from institutions with high research activity, while just 0.3% were from HBCUs. Although the National Science Foundation mandates that all grant proposal reviewers undergo bias training, anecdotal data suggests that well-resourced schools take significant steps to prepare applicants, and they submit proposals at a higher-than-average rate.
