The US apparel and textile industry was long set up to limit competition from nations in the developing world, but shifts in international trade regulation in the 1990s changed that, and paving the way for the fast fashion industry to develop.

The North American Free Trade Agreement (NAFTA) that was passed in 1994 removed tariffs for clothing produced in Mexico and Canada, meaning a lot of US clothing could be produced in Mexico.
Then in 1995, the Multifiber Arrangement that set limits on how much developing countries like Vietnam and Bangladesh could export into the US began being phased out before ending in 2005.
Soon, developing countries, particularly across Asia, started manufacturing a lot more clothing at extremely low prices to export into the US, making it tough for many in the US textile and apparel industry to compete.
