The price of crude oil has the largest impact on what consumers pay for gas, contributing to roughly 50% of the total price per gallon.
That means if someone paid $5 per gallon to fill up their car, about $2.50 per gallon would be due to the price of crude oil.
As a result, eliminating taxes during periods where crude oil prices are high might not significantly lower how much consumers are paying.
