Because space-based telescopes are much more challenging and costly to set up than ground-based observatories, Roman had to sell the benefits of a space science program to NASA, the budget office, and the executive and legislative branches, often stating, "for the price of one night at the movies each year, each American would receive 15 years of exciting discoveries."
Roman's lectures at astronomy departments across the US helped her gain insights into the research community's needs, which led to the establishment of a policy that large astronomy projects would be managed by NASA for use by the entire community, rather than run by individual scientists and research institutions.
While leading science and planning committees on the development of the Hubble Space Telescope, Roman secured the use of charge-coupled devices—image sensors that would later become the standard in digital cameras and camcorders.
