In 1806, Jesse Hawley landed in debtor's prison in New York after impassable roads made it impossible to deliver his flour to eastern markets.
From his cell, Hawley wrote 14 essays under the pen name "Hercules" outlining a detailed canal plan, complete with elevations, port locations, and cost estimates.
President Thomas Jefferson dismissed the idea as "madness," but New York Governor DeWitt Clinton championed it and credited Hawley as its originator.
