Because radio waves are a type of light, whose speed through empty space is well known, NASA can determine how far away from Earth a spacecraft is by measuring how long it takes radio waves to reach and be sent back by a distant spacecraft.
Due to the Doppler effect, the frequency of received radio waves shifts with the motion of the Earth and the spacecraft, enabling technicians to calculate the spacecraft's speed by accounting for Earth's motion and the known frequency of the signals emitted by the spacecraft's equipment.
By tracking the distance and speed of spacecraft over time using the DSN, NASA can ensure that a spacecraft is on its projected trajectory and send instructions as needed to achieve specific mission goals, such as successfully landing a rover on the moon or getting an orbiter to whip around a planet without crashing into its surface.
