Although oxygen attracts negatively charged electrons more strongly than hydrogen, this uneven distribution of charge across a water molecule cancels out overall.
However, the slightly negative oxygen end and slightly positive hydrogen ends can attract, break apart, and dissolve parts of other molecules.
If these parts are charged ions and remain dissolved in water, they can act as the charged particles to carry an electric current.
Because most water is not pure, ionic contaminants make it electrically conductive.
