Scientists define sea level as the elevation to which water would settle on Earth's surface, given the planet's gravitational field and rotation.

Because Earth rotates, the equator bulges more than the poles, and the nonuniform composition and density within the planet's interior affect the gravitational field at different locations, thereby influencing where water is pulled along Earth's surface.
Geodesists, or geodetic scientists, developed a model of Earth's gravitational field—the geoid—which has been used to successfully predict average sea level worldwide to within one meter.
By incorporating the presence and movement of landmasses that gravitationally attract water, the geoid provides scientists with Earth's global mean sea level in the absence of other factors, such as wind and tides.
