Although earthquakes cause about 80% of tsunamis, almost all earthquakes lack sufficient energy to cause the sudden shift in the ocean floor needed to substantially displace enormous volumes of water.

Additional insights we found via NOAA
Most tsunami-triggering earthquakes have magnitudes over 7.0 and originate less than 100 kilometers (62 miles) below the seafloor.
The seismic activity needed to create a tsunami is most common in subduction zones—regions where the slabs of rock that make up Earth's outer shell interact, with one slab sliding beneath another.
Tsunamis can result from any event that suddenly displaces a substantial amount of water, including underwater volcanoes, underwater landslides, and meteorite impacts.
