We're typically born with all the hair follicles we'll ever have, just as women are born with all their eggs.

Additional insights we found via Sanger Institute
Hair follicles, the tiny holes in our skin that grow hair, form from small, specialized regions in the embryonic skin called epithelial placodes.
Hair, teeth, glands, and feathers all arise from the epithelial placodes during embryonic development of various species.
Microscopic mites called Demodex folliculorum live in most adult human hair follicles in addition to human skin glands that produce an oily substance to protect the skin called sebum, which the mites eat.
