A beam of neutrinos can be created by firing a beam of high-energy protons at a target to produce unstable particles that decay into neutrinos.

Additional insights we found via Fermilab
These unstable particles include kaons and pions, which decay into muons and neutrinos, but any non-neutrino particles in the transformed beam can be blocked by an absorber before the beam reaches an experimental setup.
At sites such as Fermilab, devices called magnetic focusing horns can be used to funnel unstable particles and their decay products back into a narrow beam after they are produced, preventing a loss of about 95% of neutrinos.
By modulating the magnetic field in the horns, trillions of neutrinos or antineutrinos can be produced per second from an initial hydrogen gas source, allowing researchers to probe fundamental particle physics.
