All rainbows are 'raincircles' caused by water droplets separating white sunlight into a spectrum of colors, but Earth's surface blocks the bottom half of the circle from our line of sight.

As sunlight enters liquids like water, the different colors that make up the sunlight bend, or refract, at different angles.
As they travel through spherical raindrops, these different-angled colors spread out and reflect back as a cone of light, with the circular edge of the cone forming a raincircle.
Because of this reflection, rainbows are always seen opposite the location of the sun in the sky, which is why rainbows are never seen around noon, when the sun is directly overhead.
The same phenomena can be produced with moonlight, known as moonbows.
