Mann was the Massachusetts Secretary of Education from 1837–1848 and led the 19th-century Common School Movement, which argued that free, nonreligious schools were essential to a functioning democracy.
Mann established state boards, founded normal schools for teacher training, and urged universal, tax-funded education.
Mann was challenged during his time, especially by religious leaders, who believed his view of nonsectarian education was dangerous, and by politicians, who believed he was proposing to usurp local control of education, though his ideas came to define American public education through the 20th century.
