The Boston Committee of Correspondence, led by Samuel Adams, drafted a 43-page popular declaration, which addressed itself to the public, rather than the King or other authorities.
Boston sent copies to all 260 towns and districts in the colony, and by December 1773, 140 towns had responded with supportive resolutions.
These committees evolved into a shadow government with legitimate claims to represent their communities, effectively organizing colonial resistance to British rule.
Adams later wrote that the committee idea, having spread to radicals in England and Ireland, was "doing greater things in the political world than the electrical rod ever did in the physical world."
