In May 1941, the US Department of the Interior and the Bonneville Power Administration commissioned the folk singer to write songs promoting the construction of the Bonneville Dam on Washington's Columbia River.
After taking the job, Guthrie wrote 26 songs in 30 days.
The Bonneville Power Administration initially planned to release a film soundtracked by Guthrie's songs, but it was abandoned with the US entry into World War II, and was finished in 1949.
