That statistic is likely due in part to observational bias, with horse owners more likely to notice and seek veterinary care when their animals get sick. There is no way to know how frequently wild animals are getting infected with the virus.
Many horses don't show symptoms of infection, but the virus can sometimes cross the blood-brain barrier and cause brain inflammation, which can be fatal.
