In 1893, the third librarian of Congress described lotteries in the early colonies as “a kind of voluntary tax for paving streets, erecting wharves, buildings, etc."
Philadelphia used lotteries to build a battery on the Delaware River, bridges over creeks, and roads connecting the countryside to the city.
In 1776, the Constitutional Congress held a lottery to benefit Revolutionary soldiers.
