If water does not have room to expand when cooled below freezing, it will undergo partial freezing, which increases its volume and pressure enough that additional freezing is not possible without lowering the temperature further.
If water cannot expand when freezing and is cooled to temperatures below -23 degrees Celsius (-9.4 degrees Fahrenheit), its molecules will form uncommon types of ice, such as ice III, which has a compact crystal structure that occupies less space, facilitating the complete freezing of the contained water.
