When Dorothy leaves her home in Kansas and walks into Oz, she exits a colorless world and enters a colorful one, a contrast highlighted by Technicolor, a nascent motion picture technology that produced vivid on-screen images.
Dorothy's room in Kansas was painted sepia so that it would contrast more starkly with the colorful world of Oz that Dorothy finds.
A body double for Dorothy (played by Judy Garland) was also dressed in a sepia-toned dress and makeup; quick cutaways allow Garland, in a blue dress, to reenter the frame just as Dorothy enters Oz.
