The game, released for home consoles in 1992, was notorious for its gory scenes, which some saw as ridiculous camp and others as offensively grisly.
In a 1993 news conference, Sen. Joe Lieberman (D-CT) said the game taught children “to enjoy inflicting the most gruesome forms of cruelty imaginable.”
The controversy eventually led to congressional hearings, during which Lieberman suggested a government-operated ratings board similar to the Motion Picture Association of America, which provides ratings for the film industry.
The Interactive Digital Software Association (IDSA) debuted in September 1994; later, it changed its name to the Entertainment Software Ratings Board (ESRB) and remains in operation today.
