The steak sandwich had been around since at least the 1800s, but a Philadelphia hot dog vendor, in the 1930s and 1940s, topped it with cheese and used different bread to create the cheesesteak.

Additional insights we found via Philadelphia
Pat Olivieri, widely recognized as the inventor of the cheesesteak, had a hot dog cart in South Philadelphia but one day decided to use beef instead of a hot dog; he opened Pat's in a nearby bar shortly thereafter.
Provolone cheese was added by Pat's in the 1940s, effectively inventing the modern cheesesteak.
Eventually, Cheez Whiz—a goopy, orange-yellow chees product—became the cheese of choice for Pat's and Geno's, the two major cheesesteak spots in the city.
Kraft Foods, which makes Cheez Whiz, says that the Philadelphia/South Jersey market accounts for one-quarter of Cheez Whiz sales and one-half of its American White Cheese Slices, which are another popular cheese choice for cheesesteaks.
